This August, Washington voters will vote in the primary for Supreme Court Position 5. The top two candidates will advance to the November general election.

Justice Barbara Madsen retired early. Governor Bob Ferguson appointed Theo Angelis, a former K&L Gates colleague with no judicial experience, to the seat in March 2026.

The primary is August 4. Four candidates are on your ballot with the top two advancing to November.

Judge Dave Larson (Ret.) offers 41 years of legal experience, including 23 years as a trial lawyer and 18 years as a judge. He ran the Federal Way Municipal Court for 16 years and holds an AV Preeminent rating. He has run for the Supreme Court four times and nearly won in 2024.

The Washington State Republican Party endorsed him early because of the income tax case, LEOFF 1 lawsuit, and sheriff decertification challenges heading to the court. As of this writing, He has raised roughly 218,000 dollars.

Many Americans have wondered what is happening with the proposed USPS Ballot Mail Rules. The new rules were announced at the beginning of June, but then seemed to disappear from the news.

This is because all such rule changes must be published in the Federal Register so that the public can comment on them. The country is now in the public comment phase of the rule making process.

American families know the sting of distrust in our elections.

We watch as mail-in ballots move through our elections systems with too little oversight. Ballots go missing. Chain of custody broken. Doubts linger. Citizens wonder if every vote lawful truly counts. Motor-voter laws in some states mean that illegal aliens are automatically registered to vote.

It’s common sense. Americans want every citizen’s vote to count and every non-citizen vote to be discarded.

Now comes a common-sense proposal from the U.S. Postal Service to secure ballot mail for federal elections. (1)

On March 31, 2026, President Trump issued Executive Order 14399, Ensuring Citizenship Verification and Integrity in Federal Elections. The order directed additional measures concerning the use of the mails to vote in federal elections. In response, USPS proposed amendments to the Domestic Mail Manual for general, special, or runoff federal elections. This does not apply to primaries or military and overseas ballots.

Setting Common Sense Standards

The goal is straightforward. Facilitate enforcement of federal law. Reduce the risk of fraud. Protect the integrity of our elections. Implement best practices for USPS operations. States retain full control over voter eligibility and rolls. USPS simply sets standards for how ballots travel through the mail.

Yet some state officials, including Washington’s Secretary of State Steve Hobbs, call it unnecessary federal overreach. (2)

Why This Rule Matters for All Voters

Mail voting has become widespread across the country. Widespread problems persist. Lost ballots. Late arrivals. Questions about chain of custody. This proposed rule introduces uniform mail standards without overriding state authority over who votes. It focuses on the mail process itself.

WA Secretary of State Hobbs responded quickly. He warned it threatens voters’ rights and overrides state authority. “This is clearly another attempt by the Trump administration to exercise authority they don’t have,” Hobbs said. He pledged to defend his state’s constitutional role. (2)

Many Americans see it differently. Secure mail standards protect every legitimate vote. They guard against abuse that erodes public trust. Citizens understand accountability in daily life. We track important documents. We secure our most vital processes. Why treat federal election ballots any less seriously?

Key Provisions Worth Supporting

The USPS proposal includes practical steps that deserve strong support in public comments.

First, envelope standards. Outbound and return ballot envelopes must use the official Election Mail logo. They must be automation-compatible. Each requires a uniquely serialized Intelligent Mail barcode for tracking. This improves processing speed and visibility. Mailpiece design review is recommended. USPS offers guidance and resources such as the Official Election Mail Guide. (1)

Second, optional pre-election notification. States can notify USPS in advance of plans to use the mail for ballots. This enables technical assistance and smoother operations.

Third, the mail-in and absentee participation list. States or authorized officials submit voter names and associated barcodes via a new Federal Ballot Mail Portal.

Lists can be updated up to the last day ballots may be mailed under state law. USPS compiles and returns a final list to the chief election official. States decide eligibility. This allows better matching of sent and returned ballots and provides data for law enforcement where needed.

Fourth, compliance verification. USPS checks before accepting outbound ballot mail. Pieces must meet standards and match the submitted list. Non-compliant mail may not proceed. This closes loopholes while protecting the flow of legitimate ballots.

These provisions build on existing USPS tools. They bring transparency and traceability to a vulnerable part of the election process. No voter loses rights. The system simply gains needed safeguards.

Push Back Against the Overreach Claims

Some officials frame this as federal intrusion. Yet USPS has longstanding authority to regulate the mails. The Constitution assigns Congress power over federal elections, with states handling administration.

Reasonable standards for ballot mail respect both levels of government. Americans reject the notion that security equals suppression. Secure elections strengthen democracy and ensure every citizen’s voice is heard equally.

We have seen the costs of weak safeguards. Untracked ballots and broken chain of custody invite doubt. Doubt fuels division. Families across the nation deserve confidence that their ballot arrives, gets counted, and counts as intended.

The comment period ends soon. July 2, 2026. Your voice matters. Public comments become part of the official record. Be clear, respectful, and specific. Reference provisions you support, such as tracking barcodes, the Election Mail logo, and the participation list. Explain how these measures protect integrity without undermining state control.

As of this writing, there are less than 10,000 page views on the Federal Register Rule Page. Let’s change that!

Share this information widely. Forward to friends, family, and civic groups. Post on social media and community boards. When thousands of Americans speak up together, decision-makers take notice. Small things grow great through concord.

Time for National Common Sense

This is not about partisanship. It is about protecting the foundation of self-government. Election mail should reflect the principles of honesty, accountability, and fair play that define our republic.

Some may resist change and prefer the status quo. Americans prefer secure elections that earn public trust. Support this rule. Submit comments. Contact your elected officials. Urge state election offices to engage constructively.

Our republic thrives when citizens participate. Not through despair, but through determined action. Defend the integrity of the ballot. Secure our elections for generations to come. The future of this nation depends on it.

“The proposed bail rule change threatens public safety by weakening accountability and making it easier for repeat offenders to skip court. The public comment period is open through April 30.

I urge you to submit comments to supreme@courts.wa.gov and tell the Washington State Supreme Court to reject this reckless proposal. Not sure what to say? Washingtonians deserve a justice system that puts law-abiding citizens first. This dangerous rule weakens accountability, rewards flight, and puts victims last. If you care about public safety, do not stay silent. Send a strong message to the justices: “Reject this proposal.”

🖋️ How to find public testimony on a bill

I got a great question recently: How do I find what the public testimony was? In particular what was the testimony regarding 5974.

First off, thank you for the question and Thank YOU for participating in self governance! The question came from a small town public official, who is working to better understand how the Sheriff Decertification Bill will impact his town.

There are two ways to access this information without making a public records request. You can watch video testimony or you can read a summary written by a staff member for the committee. Let’s look at how to find each of these sources.

Video Testimony

On leg.wa.gov, navigate to the bill number, in this case 5974.

If you scroll down to the very bottom of the page, you will find the video recordings of all the public hearings.

Each recording is not specific to just this bill. Instead, ALL of the bills heard in the committee meetings are in the recording. You’ll have to do some searching to find this bill’s testimony. Learn to skim through the recording to find what you want.

Watch the opening of the hearing, and the chair will explain if any changes are being made to the order of the bills on the agenda. Bill sponsors are given the first opportunity to testify, so that part will be in the beginning… if the sponsor is not a member of the committee.

If the sponsor is on the committee, they’ll introduce the bill first when it comes up in the scheduled agenda order.

As far as I know, these videos are NOT transcribed, so you might have to make a time investment watching the testimony to capture the points that were made that were important to you... important analysis but time consuming. Watching all the testimony will also give you insight into opposing viewpoints.

Written Summary of Public Comments

If watching video is not your thing, you’ll want the written summary of the public testimony. First, on the bill info page, look for the executive session held after the public hearing. Scroll back up to almost the top of the page to the list of actions taken this session.

The public hearing was on Jan 15. (that should be in the video record at the bottom)

The executive session was on Jan 22. (recording also provided in the video record).

What you’re looking for is the “Committee Materials” provided for the Jan 22 Executive Session. Click on that link.

Now you are on a complicated looking page, that includes a list of bills. Find today’s bill, 5974. Click on the folder icon. That opens a list below of all the materials provided to the committee so they can discuss the bill.

Click on the first link cryptically titled “5974 SBR LAW TA 26”

This will open the Senate Bill Report in the right pane.

This is created by the staff of this committee.

The staff member describes the bill, AND at the very bottom there is a summary of all the PRO and CON comments.

It’s not an exact transcript, and the staff member tries to be neutral, but sometimes they might leave out information you might find significant, so its worth your while to listen to the testimony as you review the summary.

🖋️ How did they vote?

I got a great question today: Is there a central place to find how each legislator voted on bills that passed and their amendments?

The answer is “yes” AND “no”.

Legislator’s Voting Record

Each legislator’s voting record is available on their information page. Here’s how to find it, using my 7th District Senator Shelly Short as an example.

First navigate to leg.wa.gov.
Then click the “Legislator’s” tab.
Then type the name, “Short” in this example. Scroll down to find the link and click on her name.

You’ll end up here…

Scroll down to the bottom of the legislator page to find the voting record. Here is Senator Short’s voting record.

Notice that the last year available is 2025… Where is the 2026 voting record?
I made an inquiry and learned the following.

The House and Senate compile those voting records. Neither chamber starts to compile those before governor action is complete. I called both chamber’s work rooms and they said they hope to have them online by the end of June.

However, you don’t have to wait until June, if you are looking for the voting records for a particular bill, like the Millionaires Tax (6346) or the Sheriff Decertification Bill (5974).

So how did your legislator vote on the Millionaires Tax?
Let’s find out!

ALL Roll Call Votes on a Bill

First, Navigate to the Bill Info Page. In this example 6346, the millionaire’s tax.
Right below the status-at-a-glance box, under “Bill History” you’ll find a new link.
Click on “View all roll calls in this bill”.

ROLL CALL FOR 6346

These appear to be in order by Item and date.

Note the Chamber, Description, Motion, Item Number, and Date.
If the description has a Name, page, and Line number it’s an amendment.
You can very quickly track how your legislator voted on each amendment.
I don’t know why the Item Numbers skip some in the sequence but they do. The first two entries are Item 6 and Item 7.

If you scroll all the way to the very end of the page to quickly find the final passage:

If you scroll back up an entry, you’ll find the Senate concurrence with house amendments…

And above that final passage in the house.

Finding an Amendment

Let’s say you want to find a specific Amendment, like the one that would have mandated that the bill only apply to millionaires. I’m pretty sure that was a house amendment, but I don’t remember which legislator introduced that one.

Go back to the bill info page, scroll a little further down and you see the list of all amendments. Click on the amendment name to see the text of the amendment.
There were a LOT of amendments. If you look patiently, you’ll find the amendment you want.

Here’s where it gets tricky.

Sometimes amendments are voice vote, and sometimes they are a roll call vote. They also don’t vote on amendments in the order they appear on the list below. Refer back to the list of roll call votes. Remember the first on the Roll call list was Item 6, for Warnick Page 10 line 25? That was Amendment Number 693 below. I’m guessing that the first five amendments were by voice vote…

But I’d have to find the tvw recording for 2/16 to confirm that and I’m out of time today…

The 2026 legislative session ended on Thursday, March 12, 2026, so Ferguson has until Monday, April 6, 2026, to act on bills sent to his office.

This deadline applies to all bills, including major legislation like the income tax bill for high earners and the budget.

The governor has stated he will conduct a “line-by-line exercise” and use the full 20-day period to review the bills carefully.

He has already signed several bills into law, including measures related to HIV treatment coverage, abortion access, and housing affordability.

Just in case you don’t have time to be on X/twitter for two hours a day, here’s a Sine Die wrap up with this morning’s post-session reactions.

Sleeping Giant awakens:

Rich people unpatriotic?

Heywood: Washington’s economically illiterate left-wing aspiring basement “institute” (NPI) published “5 Things” to debunk concerns about the new income tax. (Thread) Below 👇🏻

Point 1: “Only the highest slice of income faces the top rate.”

That’s… exactly what the critics said.

Congratulations on restating the argument you came here to defeat.

Point 2: “Only income above $1 million faces the new tax.”

Also exactly what critics said.

Two points in. Zero rebuttals delivered. Stunning pace.

Point 3: “Effective rates are much lower than marginal rates.”

Nobody was talking about effective rates.

Critics cited the marginal rate. NPI quietly swapped the metric because the actual number is uncomfortable.

That’s not a fact check. That’s a shell game.

Point 4: “Washington still won’t have the highest rate.”

This is the only point with any math in it — California’s 13.3% beats 9.9%.

But Washington had a 0% income tax for 117 years.

The comparison isn’t WA vs CA. It’s WA vs WA yesterday. Zero to nearly 10% overnight doesn’t get better because Sacramento exists.

Point 5: “It’s patriotic to be a taxpayer and pay your dues.”

There it is.

When the math runs out, call wealthy people unpatriotic for considering their options.

This is condescension dressed up as civics.

The tell: NPI never mentioned that Howard Schultz announced his move to Miami the same day the bill passed.

Not a hypothetical. Not a threat. Done deal. Day one.

Behavior > theory. Every time.

160,000 people signed in con on the legislatures own website — the most unpopular bill in state history by 5x.

NPI’s response: “Actually you should feel good about paying more.”

2026 March 11 - On Concurrence 🍀

I’ve gotten some questions about the Concurrence process, so we could figure it out together. I really don’t know much about how the concurrence process works, but here’s what I’ve been able to patch together from several sources.

Just so you know, even some legislators are kind of fuzzy about how this process works. 😅

Any errors are the result of my misunderstanding my sources.

What is Concurrence?

Concurrence happens when one legislative body has changed a bill that originated in the other chamber. It’s passed both chambers, but now the two groups must come to an agreement.

How the concurrence process happens:

The chair, the sponsor, and the ranking member of the committee make a recommendation for to concur or not to concur and whatever consecutive motions happen, be it recede or adhere.
(The ranking member is the minority party member with the most rank - the person who would be committee chair if that party held the majority)
Then that recommendation goes to the caucus.
When it goes to the floor, the motion is one motion and then there’s a final vote on the bill.
Both houses have a “Concurrence Calendar” where all the bills that need another vote are considered.

In case of conflict: Conference Committee

If the originating house chooses to NOT concur and the other house chooses NOT to recede, then a conference committee is appointed. That is is two members of the majority and one of the minority from each house. It’s typically the chair and either sponsor or vice chair and ranking members of the committee the bill went through.

How to see the Concurrence Calendars:

Look for the calendar drop down on the "Floor Activity" page for each chamber. Choose "Concurrence."

2026 March 9 - SB 6358 "The Stop Brian Heywood Bill" 😅🍀

Session ends on Thursday, and normally we would not see new bills introduced this close to Sine Die.

However, Senator Hasegawa dropped one this morning, on Monday the last week of session. As I’m writing this, there’s no public hearings scheduled for Senate Law and Justice this week, so why bother? 🤔

I took a closer look at the bill text, and after looking at it, I’m calling this bill “The Stop Brian Heywood Bill.”

SB 6358 - 2025-26

Concerning corporate powers.

Since all of the Anti-Initiative bills (5973/2259 and 2260) died in committee after significant public push back, I assume that the majority party decided that it would be easier to attack a PERSON rather than the Initiative Process.

I expect rules to be broken, and that this bill will be rushed to a floor vote in the Senate, post haste.

🚨EHB 2681 - REVISED FOR ENGROSSED: Concerning cannabis license fees.

Killing the goose that laid the golden egg.

2681 Skagit CON > The minority opposed the bill and recommended “do not pass” because they argued it raises costs on cannabis businesses that already face high taxes and heavy regulation in Washington. Critics said increasing license fees could make it harder for legal cannabis businesses to compete with the illegal market and could drive some small businesses out of the industry. They also objected to the automatic yearly increases tied to inflation, saying fees could keep rising even if cannabis sales decline or businesses struggle financially.

🚨SHB 2689 - Concerning the working connections child care program.
Testify

2689 Skagit CON > The minority recommended “do not pass” because the bill expands an already expensive taxpayer-funded program without clearly identifying how the added costs will be paid for.

They warned that broadening eligibility and benefits could significantly increase state spending in future years, placing more pressure on the state budget and taxpayers.

Critics also said expanding subsidies does not address the underlying problem of high child-care costs and instead increases government dependence by growing a program that may be difficult to scale back later. They argued the Legislature should focus on reducing regulations and lowering the cost of providing child care rather than expanding government subsidies.

2487 - Retroactive Tax Increase!

🚨 HB 2487 - Concerning taxes imposed on insurers operating within the state.
Testify

2487 Skagit Team CON > HB 2487 limits the exemption so that it only applies when the insurer receiving the premiums actually paid the premium tax or is legally exempt from it, and it applies this change retroactively back to October 2, 2019.

The minority voted “do not pass” because the bill creates a retroactive tax increase, forcing companies to pay taxes for past years after the rules have changed.

They also warned that the added taxes could be passed on to consumers through higher insurance premiums, and that the bill could lead to double taxation of insurance-related services and undermine the purpose of the premium tax system.

Just when you think the ideas cannot possibly get any worse, you see a bill like this one!

2026 March 7 - Action Alert from Rep. Dye: Concerning 6355 Electric Transmission 🍀

Concerning the electric transmission system.

As readers of this newsletter know, I’ve been extremely worried about this bill. It turns out that I’m not the only one. Rep. Mary Day has noticed additional problems with this bill that I overlooked, and she’s sent an action alert, which is below.

Please take a minute to email the representatives listed below and ask them to support these important amendments!

Now is not time to give up! FIGHT!

Dear Central & Eastern Washington Leaders,

I am reaching out to ask for your immediate help regarding SSB 6355, which creates the Washington Electric Transmission Authority. As currently drafted, the bill would allow the Authority to build and own transmission infrastructure that is exempt from property taxes, potentially eliminating an important revenue source for counties and junior taxing districts that support schools, roads, and emergency services.

To address these concerns, I have introduced three amendments in the House Appropriations Committee (Amendments 183, 185, and 186) to ensure counties hosting transmission infrastructure receive fair fiscal treatment and meaningful representation…

These amendments would:
• Establish Payments in Lieu of Taxes (PILT) so counties receive revenue equivalent to property taxes on transmission facilities.
• Require least-cost and least-risk findings and a public process before transmission corridors are designated or eminent domain is exercised.
• Ensure balanced regional representation by requiring that at least half of the Authority’s board members reside east of the Cascade Mountains.

Your advocacy is extremely important.

I respectfully ask that you contact these key members of the House Appropriations Committee to express support for Amendments 183, 185, and 186 before Monday, March 9.

Senate Bill 6355 will be voted in Executive Session of the Appropriations Committee at 8:00 AM. Support for these amendments will ensure your counties will receive fair treatment under a State owned Transmission Authority. The member’s email addresses are linked with their names below:

2026 March 5 - SB 5974 "Modernizing" Law Enforcement 🍀

Once public hearings are over, it’s sometimes difficult to develop a plan of action, as the bills that are called for a floor vote floor sometimes move very quickly AND very slowly at the same time.

Today we have some welcome help from Rep. Brian Burnett, regarding this ANTI-SHERIFF BILL, 5974.

SB 5974 - 2025-26

Modernizing and strengthening laws concerning sheriffs, police chiefs, town marshals, law enforcement agency volunteers, youth cadets, specially commissioned officers, and police matrons.

From Rep. Burnett’s newsletter:

Thank you for your email to protect the vote of the people in electing our Sheriff, SB 5974. At the time of this email, the bill is in the House Rules Committee waiting to go to the floor for a vote, which could happen (or not) at any time up to 5 p.m. tomorrow, Friday, March 6. The vote so far has been Republicans opposed, Democrats in favor. Please be assured that Representative Burnett will be voting NO on SB 5974.
Representative Burnett has been directly involved in efforts to protect your right to elect your County Sheriff, including working with local officials, law‑enforcement leaders, and community advocates to defend the independence of the Sheriff’s office and the authority of local voters.

Subject: Vote NO on SB 5974 – Protect Elected Sheriffs and Our Constitutional Rights
In your email, please:
State clearly that you oppose SB 5974 and any effort to remove an elected Sheriff through an unelected state board or commission.
Emphasize that this is not a partisan issue but a fundamental question of voter rights, local self‑government, and constitutional protections.
State that you oppose expanding centralized powers that threaten due process, local control, and constitutional rights.
Make it clear you expect leadership to defend the right of citizens to choose—and, when necessary, remove—their own Sheriff at the ballot box, not through political maneuvering in the statehouse.
2. Forward this message
Please forward this email to friends, family, coworkers, and community groups and ask them to send their own message to Speaker Jinkins before 5 p.m. tomorrow (March 6).
3. Email the Governor: Use the Governor’s Office Contact Form to demand he veto or oppose this overreach.
Because the bill can be pulled from Rules and voted on at any time before 5 p.m. tomorrow, every hour counts.
A strong, bipartisan message from citizens to House leadership right now can make the difference between preserving the people’s authority over their Sheriff and handing that authority to an unelected board and an ever more powerful centralized apparatus.

The Problems with this bill:

SB 5974 is not just a technical “modernization” bill. It contains a deeply troubling provision that would allow an unelected state board to declare the office of Sheriff vacant if the Sheriff is decertified by the Criminal Justice Training Commission, an unelected body largely made up of non‑law‑enforcement members. This strips local voters of their power to decide who serves as their chief law‑enforcement officer and shifts that power to Olympia insiders.
This is a fundamental shift of power away from county voters and toward centralized state authority. No other elected office in our state is subjected to this kind of licensing and removal power by an unelected commission, which raises serious constitutional concerns and threatens the independence of the office of Sheriff that our state and federal Constitutions were designed to protect.
Importantly, SB 5974 is part of a broader pattern of bills that dramatically expand the investigative and enforcement powers of the Attorney General and other centralized state entities at the expense of local control and individual rights, including measures that would authorize extensive document demands, compelled testimony, and far‑reaching civil investigative tools. These changes would concentrate unprecedented authority in a single statewide office and unelected commissions, diminishing the traditional checks and balances that protect citizens, local governments, and small organizations.
This is not, and must not become, a partisan issue. The right of citizens to elect their own Sheriff, to hold that Sheriff accountable at the ballot box, and to be protected from an over-concentration of power in Olympia are principles that cut across party lines and ideological labels.
Every Washingtonian—Republican, Democrat, independent, or otherwise—has a stake in preserving local self‑government and preventing the creation of a system where unelected boards and a single statewide office can override community decisions.

A reader of this newsletter also noted the following additional problem:

I noticed that prefiled bill SB 5974 (about police and sheriffs) contains the repealing of the RCW that keeps people of different sexes in separate cells. See page 26, Section 18. They tried this during the last session.

There are other undesirable elements in the bill too, but I wanted to bring this point up because it is not readily evident; you have to search out the RCW.

Final Public Hearings? I wish!

While this might be one of our last opportunities to testify in public hearings, maybe not.

I was looking ahead to next week, and what do I see? Both the House Appropriations and House Transportation committees have scheduled “placeholder” meetings for public hearings. Currently for : “Bills referred to Committee”.

The bill effectively expands the definition or base of available resources which would permit higher appropriations without violating the expenditure limit statute.

The existing RCW caps increases in future budgets to 4.5%. But another way of looking at it would be that budgets are automatically increased by 4.5%.

This essentially means the sky’s the limit as the official forecast is just that, a forecast and is subjective. Looks like they are anticipating raising taxes forever at record levels.

🚨 2SSB 6182 - Establishing an abortion savings program.

SS SB 6182 would: Force ALL individuals and families to support abortion through their insurance enrollment;

Create a permanent, automatic funding mechanism for abortion outside the normal budget process;

Remove transparency and accountability by shifting costs away from the general fund;

Offer no conscience protections for individuals, employers, or carriers;

Prioritize abortion funding, through a costly administrative program, while the state faces a $4.5B deficit and other critical needs remain underfunded.

The Washington State Catholic Conference OPPOSES this bill.

NC CON > This bill covers too much ground: bus depreciation, online platforms for college planning, Cuts Running Start programs. Has an emergency clause, never a good thing.

🚨 SSB 6355 - Concerning the electric transmission system.

NDC Con > If you understand anything at all about how the majority party works, the idea of a State Agency with eminent domain power should scare the pants off you.
I read this bill as a State + Tribal takeover of ALL electrical generation in the state.

🚨 SSB 6225 - Authorizing bonds for transportation funding.

6225 25 D Club Con (2) > *** Note. The bill received unanimous support in the senate. It seems our Republican lawmakers have been hamstrung by this legislation. We desperately need funding for our long neglected roads. This bill will provide some of that, but they have to swallow the poison pill to get it.

The underlying “Move ahead WA” account where most of the funding funnels through is an abomination. It moves transportation dollars into walk, bike and transit by the $Billions. Enacted in 2022 under SB 5974 in conjunction with SB 5975 were both all Democrat sponsored and passed on party line votes.

🚨 ESSB 6354 - Advancing transportation electrification by expanding access to electric vehicles already being sold in Washington and increasing associated funding.

Raises fees on auto dealers and allows manufacturers to be direct dealers. Spends the money on stupid woke stuff
